This place marked the original northernmost navigable point of the Mississippi River. The falls provided a dependable power source and soon many mills had been constructed there and the nickname “Mill City” was born. The land west of the Mississippi was opened for settlement in 1852, and when people started settling it, St. Anthony found it had a competitor across the river. St Anthony was incorporated in 1855, 12 years before its neighbor Minneapolis. St Anthony and Minneapolis existed as separate cities until 1872 when they agreed to merge under the name of Minneapolis. IL A. W. Flux. WE now proceed to consider the more immediate causes of some of the great crises of the century, a few of their leading incidents and other interesting matters connected with them. As I stated in the last number of the Journal, the year 1824 was marked by the launching of a great variety of enterprises, prominent among which were South American mining developments; the list, however, included a number of Insurance Companies, Navigation Companies, Land and Investment Companies, etc. The floating of a number of loans to European States during the years 1817-23, most of which turned out satisfactorily, led to a considerable further investment of capital in foreign loans in 1825, the South American states especially taking advantage of the ready disposition of British investors to subscribe to such loans, when the announcement was made that England was about to formally recognize these states as independent. Throughout 1824 and well into 1825 this speculative craze lasted. The continued and very marked fall of prices which had proceeded from 1818 till nearly or quite the close of 1824 makes the produce markets stand apart from the general excitement of speculation. Anticipated shortness in the supply of some of the leading articles, however, led to advances in price towards the close of the year, and the ease in the money market stimulated the spirit of speculation based on such anticipation. Cotton led the way. The importance of the cotton industry to the country is shown by the fact that the declared values of exports of goods from this country included about £85 worth of cotton yarns and goods to every £100 worth of other goods at that time. It is named for Rabbi Samuel Salant, the Ashkenazi Chief Rabbi of Jerusalem in 1878-1909. Kiryat Shmuel is located between Rehavia and Katamon. The land was purchased with money from a charitable fund established in honor of the rabbi’s ninetieth birthday which also provided loans for building homes. The regulations of the society stipulated that the members be at least eighteen years of age, and that they conduct themselves “in accordance with the Torah, both the written and the orally transmitted.” Kiryat Shmuel was dedicated on May 8, 1929, in the presence of the Ashkenazi chief rabbi, Rabbi Abraham Isaac Kook. Three months later, many properties were damaged in the Arab rioting that erupted in Jerusalem. Forty houses were built by the beginning of World War II, and another ten were completed by the 1948 Israeli-Arab War.

Land Improvement Loans Act And Agriculturists’ Loans. The former, Act 19 of 1883, and the latter, Act 12 of 1884, are steps in this direction. The advances in the Madras Presidency, as given in the Administration Report for 1896-97, show that their operations have been very limited. The sum of Rs. 1,74,118 was advanced under the Land Improvement Loans Act, and Rs. 9,160 under the Agriculturists’ Loans Act. p. 18. There are two main reasons for this limitation. Mr. Nicholson combats ” the amiable delusion” that the ” ryots thirst for cheap capital in order to pour it upon the soil.” He says :— ” The Indian ryot is not more heedful or eager for agricultural development than his European confrere, and direct land and agricultural improvement is the last thing for which credit is sought in Europe.” Vol. I, p. 16. Loans, ” very generally, are for maintenance and cultivation expenses.” ” In many villages the bulk of the small ryots anticipate their crops, borrowing grain for seed and maintenance in the cultivation season, and repaying the advance out of the crop at harvest.” The loans therefore cannot be widely useful so long as the objects for which they are ” very generally” wanted areexcluded. But there are other reasons for the few applications, which are thus summarized by Sir H. S.
